As all the numbers $2.8\times {10}^{15}$ , $4.3\times {10}^{-30}$ , $1.05\times {10}^{28}$ are written in scientific notation i.e. product of a number and power of $10$ with some exponent except $10\times 9.2^{-13}$ .

Hence, we can say that among all the numbers given only last number doesn't belong with the other three.
