The Minto-Morley Reforms or Government of India Act, 1909 was passed by the British Parliament to enlarge the scope of Legislative Councils and to increase the participation of Indians in the governance. This Act enlarged the size of legislative council at both Central and Provincial level. The number of members in central legislative councils were raised from 16 to 60 while at Provincial level the number was not uniform.
