The Act of Better Government of India, 1858 transferred the power to govern from East India company to British crown. Now the power to govern was to be exercised through secretary of state who was to be a member of British cabinet and would be assisted by 15 council members answerable to British parliament.

The Indian council Act 1861 returned legislative power to provinces of Madras and Bombay which had been taken away in 1833. Later legislative councils were established in other provinces. Hence provincial decentralization started.
