Drinks cool more quickly on addition of ice rather than ice cold water because ice has higher specific latent heat as compared to water. So the drink loses more heat energy in order to melt the ice as compared to water. This results in cooling of the drink.
It is colder after a hail-storm than during because ice absorbs the heat energy from the surrounding to melt resulting in a drop of the surrounding temperature.
The water in the lakes and ponds does not freeze all at the same time because ice has high specific latent heat. Thus very large quantity of heat needs to be withdrawn from the lakes and ponds to freeze it all together.
