The correct option is B

A &D are equal

If we carefully observe that A & B have same order but the corresponding elements are not same. See that third elemnt for first roco for both the matrixes ar not equal for A it is 3 for B it is 4. Hence they are not equal.

But A & D satisfy the properties of equal matrixes as their orders are same $(3\times 3)$ and the corresponding elements are equal. So A & D are equal C & E have same orders $(2\times 2)$ but again don’t have equal corresponding elements.
