In a physical change, there is no change in the chemical composition of a substance, only physical state of the substance changes.

So, out of the given options, physical changes are:

Making sugar solution: The sugar dissolved in water can be retrieved back and there is no change in the chemical composition of sugar and water.

Formation of clouds: Water evaporates from water bodies and reaches the atmosphere. The water vapours condense and form clouds. There is no change in chemical composition of water in this entire process. This water comes back to earth by precipitation.

Melting of ice candy: Melted ice candy can be solidified back by freezing, it is just the change in physical state. No new chemical substance is formed during this process.
