A copper rod
When metallic rods like copper rod are rubbed, charges do not build on their surface. Instead, they escape through the metal surface by conduction. While in the case of non-metals like rubber, woollen clothes, plastics, etc., charges build up on their surface as they don't conduct. All the items like plastic, wool, and balloon are not metals and hence get charged easily except the copper rod which being a metal conducts the charge.
