E2 reaction invloves a one-step mechanism in which carbon-hydrogen and carbon-halogen bonds break to form a double bond.

E2 elimination is a 1, 2 elimination reaction so the hydrogen atom should be present at beta position with respect to leaving group but there is no hydrogen atom at beta position of compound (c). So, E2 reaction do not occur in compound (c).
