The correct option is C Starch
Carbohydrates that reduce the Fehling’s solution and
Tollens’ reagent are reducing sugars.
Examples : Fructose, glucose, maltose, lactose etc.

In Fehling's test, blue colour shows negative test ( aldehyde and alpha hydroxy ketone absent ) while red-brown colour shows positive test ( aldehyde and alpha hydroxy ketone present ). Reducing sugar shows positive test while non- reducing sugar shows negative test.

Starch is a polysaccharide and it does not feature a free aldehyde or keto group. So, it gives negative test with Fehling's reagent.
