Feasibility of Reaction :
Strong acid displaces weak acid from the salt of weak acid.
Similarly, strong base can displace weak base from the salt of weak base.
Order of acidic strength :
PhSO3H>PhCOOH>H2CO3>PhOH
Since phenol is less acidic than H2CO3, so it will not produce CO2 with NaHCO3.
In case of (b) , NO2 group at ortho and para decrease the electron density due to electron withdrawing effect, making it more acidic than phenol.
