Joint sitting is an extraordinary provision provided by the constitution to resolve a deadlock between the two Houses over a bill. Deadlock occurs if a bill is passed by one house and transmitted to others and it has rejected by the other house, or there are disagreements or if more than 6 months have passed without passing of bill.

This provisions is for Parliament only and not for State Legislature having bicameral legislatures. Because Rajya Sabha is a mandatory House and complementary to the Lok Sabha while it is not in the case of State legislature. Legislative council may or may not exist with legislative Assembly.
