0.038 = 0 + $\frac{0}{10}$ + $\frac{3}{100}$ + $\frac{8}{1000}$

Here, the whole part of all numbers is same.

However, the tenths part of 0.29 is greater than all the numbers.

Hence, 0.29 is the greatest decimal.
