The larger the difference in electronegativity, greater will be the dipole moment. Oxygen atom present in CH3COCH3 and CH3CH2OH which will lead to higher dipole moment.
Although CCl bond in CCl4 are polar, their polarity or dipole moment vectors cancels each other due to its tetrahedral shape. Infact, CCl4 has zero dipole moment.
