Transition metal ions form coloured compounds due to d-d transition of electons.
But if there is no unpaired electrons in the d orbitals then they are colourless.
Here Sc3+,Zn2+and Ti4+ have no unpaired electron in there d orbitals.So they form only colourless compounds.
Zn2+=[Ar]4s03d10
Sc3+=[Ar]4s03d0
Ti4+=[Ar]4s03d0
But Fe2+ has unpaired electrons in d orbitals and hence it can form coloured compounds.
Fe2+=[Ar]4s03d6
