If we go through the options once, we will see that "is equal to" could be the relation which is empty. This is because there are no common elements between those two sets given. So the relation "is equal to" won't have any element or no element from set A will be connected to any element in B.

The relation “is greater than” will have elements (5,1) , (5, 4) and (2,1)

Relation “is less than” will have elements (0,1), (0,4), (0,7)...

"Is square root of" has only one element (2, 4), because 2 is square root of 4.
