The UPSC consists of a chairman and other members appointed by the president of India. The constitution, without specifying the strength of the Commission has left the matter to the discretion of the president, who determines its composition. Usually, the Commission consists of nine to eleven members including the chairman. Further, no qualifications are prescribed for the Commission's membership except that one-half of the members of the Commission should be such persons who have held office for at least ten years either under the Government of India or under the government of a state. At least half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service.
The Commission is serviced by a Secretariat headed by a Secretary with two Additional Secretaries, a number of Joint Secretaries, Deputy Secretaries and other supporting staff.Every member holds office for a term of six years or until he attains the age of sixty-five years, whichever is earlier. The expenses of the Union or a State Public Service Commission, including salaries, allowances and pensions payable to or in respect to the members or the staff of the Commission, shall be charged on the Consolidated Fund of India or, as the case may be, the Consolidated Fund of the State.
