The correct option is B Only 2 is true
For two vectors to be equal their direction and magnitude should be the same. If any one of them is not same, they can't be equal vectors.
Also for two vectors to have same magnitude and same direction, they need not start from the same point. See the following two vectors.

AB=CD as they have same magnitude and same direction but they start from different points, A and C respectively.
