Solution

The correct option is D If the tangents drawn at the vertices of the ellipse meets line y=3 at the points P and Q then PQ always subtends a right angle at any of its foci
Given ellipse is x2+4y22x16y+13=0
(x22x+1)+4(y24y+4)=4
(x1)24+(y2)21=1
Length of latus rectum =2b2a=2×12=1 unit

Also e=1b2a2=114=32

Distance between foci =2ae
2ae=2×2×32=23 unit

Sum of the focal distance =2a=4 unit

Tangents at the vertices are x1=±a
x1=±2
or x=3,1
Therefore, the line y=3 intersect these at point P(3,3)
and Q(1,3).
Coordinates of focus are S(3+1,2)
Slope of PS is 123, slope of QS is 123
product of slopes =123×123=1
It means PSQS.
