Compoun (III) is attached with $-I$ effect of Electron withdrawing group but lone pair on N-atom is available and EWD group is far away from N-atom.

In case of (I), EWD group decrease the basicity through $-I$ effect from two side and compound (II) $+I$ effect of one methyl group attached to the N-atom.

So (II) is more basic than (I)
