A voltmeter is always connected in parallel with the circuit element as it has high internal resistance. If it is connected in series, then the net current through the circuit element will be less, and it affects the reading of the voltmeter.

Similarly, an ammeter is always connected in series with the circuit element, as it has very low internal resistance. If it is connected in parallel, then all current in the circuit will choose a lower resistive path (i.e ammeter) and this will affect the ammeter reading.

Also, the positive terminal of both the voltmeter and the ammeter is connected with the positive terminal of the battery. Moreover, the key should be plugged in. By considering all these, option (B) gives us the correct set-up of a circuit.
