The correct option is B
NO2 is a -R group which will reduce the electron density at para and ortho position and destabilise the carbocation intermediate formed. In all the given compound, formed intermediate is destabilised by NO2 group.
But in compound (b), positive charge is comparitively more stabilised due to +I effect of CH3 group.
