In the image you can see that the lagging strand runs from 3' to 5' direction (according to the arrows marked in the direction of synthesis, complementary to the parental strands). Since RNA polymerase can only add nucleotides to the free 3' end, the newly formed mRNA should be running 5' to 3'. Thus, the template DNA strand should have been running 3' to 5'. Thus, it is the lagging strand which acts as the template strand for transcription, and it is also called anti-sense strand. The leading strand is considered as the sense or the coding strand.
