According to electrochemical series:
Standard Reduction Potential (SRP) follows the order:
E0Cu2+/Cu0.34 V>E0Fe2+/Fe0.44 V>E0Zn2+/Zn0.76 V>E0Al3+/Al1.66 V>E0Mg2+/Mg2.36 V
In cathodic protection, metal to be used for protection of iron should have a higher standard oxidation potential, and thus the metal should get oxidised.
From the above order, since copper has a higher standard reduction potential than iron, it cannot get oxidised and hence cannot be used for cathodic protection of Fe.
