The organisations formed in the earlier phase of the Workers Movement were mostly at a local or the state level. The Bombay Mill Hands Association was for the mill workers in Bombay. The Kisan Sabha was for the peasants of UP. But after the 1920s, there are was a surge in the number of workers in India due to industrialisation. Hence there was a need for a more prominent organisation at a national level. This is why the All India Trade Unions Congress (AITUC) was established.
