After two decades of debates, Charles Cornwallis, who was the Governor-General at the time, introduced the Permanent Settlement in 1793. According to the Permanent Settlement, the rajas and taluqdars were recognized as Zamindars. These Zamindars were given power to collect revenue from peasants and pay it to the East India Company. The amount to be paid was fixed and was not to be increased in the future.
