In 1st picture, particles are arranged very closely and have strong intermolecular force of attraction. Hence, it represents solids. In third picture, particles are very far from each other and very weak intermolecular force of attraction. Hence 3rd arrangement is for gaseous state.

However in 2nd picture, particles are arranged close to each other but in random positions, that means they have an intermolecular force of attraction between gases and solid states. Hence, we can say that the 2nd arrangement of particles is for liquids.
