Penetrating power depends on the ionizing power of the rays. More the ionizing power, less is the ray able to get into the material.
Since alpha rays have the highest penetrating power. This means that if a given number of alphas are fired at a target they will all cause ionization near the surface of the material, resulting in the effects of the radiation being concentrated in a small volume. Thus they have smallest penetrating power.
