2)length,time and velocity

I think it is the second option because velocity is LT^-1 so there is no chance of putting velocity beside length and time.

You are right.
Because in second case velocity depend on other two quantities. So sets (2) cannot enter into the list of fundamental quantities in any system of units. Also mass is not even related to any quantities in second set. So thats the odd one which cannot be listed as fundamental quantities.
