Motion cannot be measured independently. It is relative to the position of another object which we take as a reference frame. So if a body is changing its position and location from another object's perspective with respect to time, then it is said to be in motion. And as you will read in further chapters, change in motion can only result from applied force. This is what is known as Newton’s first law of motion, i.e., if a body is at rest it will remain at rest and if a body is moving at a constant velocity, it will continue to do so until/unless acted upon by a force.
