Motion of an object cannot be measured independently. It is relative to the position of another object which we take as reference. So if a body is changing its position with respect to another object's perspective with respect to time, then it is said to be in motion.
Also, any object that is in rest will continue to stay at rest and any object that is moving will continue to move until there's some external agent (which we refer to as "Force") is applied that causes the change in the state of motion. Hence, any change in state of motion of an object is the result of an external force.
