The activity ​of a catalyst depends upon​ the strength of chemisorption to a large extent.​
Reactants must get adsorbed reasonably strongly on to the catalyst to become active. ​
However, adsorption shouldn’t be very strong that reactants are immobilized which is result in the low rate of desorption of product from the catalyst surface.
Hence, for a catalyst to be highly active the reactant should mildly attached to the catalyst so that after the formation of product it should be easily desorbed from the surface of catalyst.
