It is a permanent magnet.

An electromagnet is made by winding an insulated wire around a magnet. It works as a standard magnet only when an electric current is passed through it ( by generating magnetic fields). When the electric current is removed, the magnetic field exhausts. Thus an electromagnet is a temporary magnet and not a permanent magnet.
