Fluorine is a super halogen because it is by far the most reactive of the four. It also happens to be the strongest oxidizing agent of all elements. The first two - fluorine and chlorine are gases while bromine is a fuming brown liquid at room temperature. Iodine is a solid at room temperature. As we go down the group, the ability as an oxidizing agent decreases which arguably puts iodine as the strongest reducing agent from fluorine, chlorine, bromine and iodine!
