Strong nuclear force doesn't depend on the charge of nucleons. The magnitude of force between a pair of proton is same as a pair of neutron. Yeah it does depend on spin. And yes nucleons have spins just like electrons. Btw don't picture nucleon spin as a top or Shaktiman spinning.
Also nuclear force is very short ranged force, its range is a few Fermi’s, it asymptotes very fast, but in that range it’s the strongest force.
