International Solar Alliance (ISA) is conceived as a coalition of solar resource-rich countries (countries lying fully or partially between the Tropic of Cancer and the Tropic of Capricorn) to address their special energy needs and will provide a platform to collaborate on addressing the identified gaps through a common, agreed approach. The institutional structure of ISA consists of an Assembly, a Council and a Secretariat. The secretariat of the ISA is to be located in Gurugram, India. The initiative has been launched by India and France on the first day of the Climate Change Conference (COP21), Paris Summit.
