Bar magnets always point towards North-South direction when suspended freely in earth's magnetic field. Rubber is a non-magnetic material, as we know it does not get attracted to a magnet whereas steel, that does get attracted to a magnet is a magnetic material. Most of the iron filings stick to the extreme ends of the magnet which are the poles of the magnet.
