Phenol is ortho and para directing for electrophilic aromatic substitution. If either position is blocked then the substitution will happen at other position.
Here in substituted naphthols, ortho or para azo coupling is possible. In (a), most favoured positions are blocked hence it will not react with benzenediazonium chloride. Rest can form azo dyes.
