First, make both the denominators positive.

9-13=9×(-1)-13×(-1)=-913 and 7-12=7×(-1)-12×(-1)=-712

The rational numbers are -913and-712

Now, to compare them we have to make their denominators equal.

LCM(13,12)=156

Now,-913=-9×1213×12=-108156 and -712=-7×1312×13=-91156

Since

108156>91156-108156<-91156-913<-7129-13<7-12

Hence, 7-12is greater.
