First of all we will convert the given fractions in their standard form

$\frac{4}{-15}=\frac{4\times -1}{-15\times -1}=\frac{-4}{15}$

and

$\frac{-2}{15}=\frac{-2}{15}$

Since , denominators of both the fractions are same , we will directly compare their numerators.

$-2>-4$

So , $\frac{-2}{15}>\frac{-4}{15}$

Hence , $\frac{-2}{15}>\frac{4}{-15}$.
