Dilute hydrochloric acid is stronger acid than conc. $H_{2} C O_{3}$ .
It is because $H C l$ almost completely dissociates in queous solution and hence produces high concentration of $H^{+}$ ions as compared to $H_{2} C O_{3}$ .
