As we discussed Ionization Enthalpy, it decreases down the group because of increase in atomic size and of Noble gases are highest because they are very stable.

Therefore IE1 of He is maximum.

IE1 of noble gases is zero, theoretically because they are very stable and they do not want addition of electron.

As we know, electronegativity increases along the period and decreases down the group (except noble gases), therefore fluorine has maximum electronegativity.

IE1 for N > IE1, for O

Because N has half filled P orbitals, that's why it is stable. Therefore, removing an electron is harder in case of N than O.
