It has electrode wires which are maintained at several thousand of volts which produces electrons. These electrons get attached to the dust particles by giving them a net negative charge.
The collecting plates are grounded to attract the charged dust particles. The velocity of air between the plates is kept low enough to allow the dust particles to fall.
However, the particulate matter that are very small are not removed by these precipitators.
