India is not a Presidential Govt. bcoz A presidential system is a system of government where a head of government is also head of state and leads an executive branch that is separate from the legislative branch. The United States, for instance, has a presidential system.

The basic features are:

  1. Parliamentary form of Government: The Constitution of India establishes a parliamentary form of a government both at the Centre and the State. The essence of the parliamentary government is its responsibility to the Legislature.
  2. A federation with strong centralising tendency: The most remarkable feature of the Indian Constitution is that being a federal Constitution it acquires a unitary character during the time of emergency. During the proclamation of emergency, the normal distribution of powers between Centre and State undergoes a vital change.
  3. An Independent Judiciary: India possesses a single unified judiciary with the Supreme Court at the apex and the high courts and subordinate courts below it. There are no separate set of laws and a single civil and criminal procedure operates throughout the country.
