The correct option is B Chlorobenzene with NaOH
Aryl halides like Chloro benzene are less reactive towards NaOH i.e nucleophilic substitution reactions. But chlorobenzene reacts at extreme conditions like at 623K, 300 atm giving sodium phenoxide, this on reaction with HCl gives phenols.
