Phenol is a weak acid. It reacts with $NaOH$ to produce salt.

$C_6{H}_{5}OH+NaOH\to \underset{\text{sodium phenoxide}}{C_6{H}_{5}ONa}+H_{2}O$
But it is not sufficiently acidic to evolve $C{O}_2$ from $NaHC{O}_3$ solution.
