Reduction potential (tendency to accept electrons and decrease in oxidation state) of halogens is in the order F2>Cl2>Br2>I2.
This means fluorine can be reduced to fluoride ions by Cl,Br and I ions. The reverse process of fluoride conversion to fluorine by any other halogen will not be possible.
