Which part of India does not experience very cold winters?

Southern part of India do not experience very cold winters. This is because south India is surrounded by water on three sides. This enables moderating effect which maintains normal temperatures during winter. The temperature in winter of north India is 10 °-15° centigrade where as that of south India is 24°-25°centigrade.
