A magnet can attract magnetic materials like iron, nickel and cobalt. Steel is magnetic material. So, magnet can attract steel ring. But copper is so weakly magnetic material that we can't observe it magnetic properties without very large magnetic fields. So, magnet cannot attract copper plate.
