There are many factors that have led to low yield :

a. In India,there are large number of farmers who are either small or landless and have meagre incomes.
b. There has been reduction of public investment in the agricultural sector like irrigation, rural infrastructure.
c. Our farmers are also facing tough competition from the international markets and have failed to diversify their cropping pattern.
d. There also has been a decline in the subsidies provided to farmers.
e. Agricultural sector still continues to be affected by disguised unemployment, where more people are employed than actually required with no significant change in the production.
f.. Most of the farmers have small land holdings, thereby not making any significant contribution to the production.
g. Lack of effective implementation of government policies and schemes have impacted the sector.
h. Most of the farmers still practise primitive method production.
i. Lack of awareness amongst farmers about latest techniques and government sponsored schemes.
