The correct option is A - and +
Given equation is 16 + 1 - 3 x 2 = 21

Interchange - and +

16 - 1 + 3 x 2
= 16 - 1 + 6
= 16 + 6 - 1
= 22 - 1
= 21

Try interchanging + and x
16 x 1 - 3 + 2
= 16 - 3 + 2
= 16 - 1
= 15
The equation turns out to be wrong.

Interchanging x and -
16 + 1 x 3 - 2
= 16 + 3 - 2
= 19 - 2
= 17
The equation turns out to be wrong with this interchange.

So, 161+3×2=21 is the correct equation.
